Risk for over-regulated carbon market? |

The EU's climate action commissioner Connie Hedegaard is cautioning the European Parliament about introducing a carbon price floor, like is being done in the UK. She fears over-regulation will lead to a collapse of the market-driven system. Europe's economic crisis has pushed down carbon prices to around €7 per tonne of carbon emitted, way below the €25 to €40 considered necessary to have a significant influence on business decisions. Are there any other ways to come to terms with the low price level for carbon emissions? Or is a carbon price floor the way to go? The Energy efficiency directive is at best being discussed between member states. In particular, the renovation rate of 3% of the public buildings per year is being under debate and several member states want to find a way out of the proposal. Read more here.

Large buildings consitute different challenges in terms of energy efficiency. Hamnhuset which with its 115 apartments is the largest house in Sweden built to passive house standard, has now been evaluated. The importance of early planning and early involvement of contractors are among the recommendations for future projects. An English summary of the study can be found here.

Energy and Climate change issues are given a high priority in the European Commission’s legislative proposal for EU Cohesion policy 2014-2020, increasing the thematic concentration in priority areas such as “energy efficiency and renewables”. Will the proposed frameworke suffice for EU to reach the demanding climate and energy targets? This week, Build with CaRe will meet with the CPMR Energy Working Group group to discuss the potential impact of the legislative proposals on energy efficiency in the building sector.
